Research Planning
With an overarching goal to enhance effectiveness of macrofiscal policy and ongoing reforms within the public sector, the Parliamentary Budget Office aims to address the most important issues/developments not covered by its regular reporting through the independent, impartial and high-quality research work.
To ensure the research planning follows a standardized and transparent procedures as well as key stakeholders are provided with the timely and reliable information, Parliamentary Budget Office developed an internal policy for research work planning. The policy outlines the framework governing the selection of research topics to be covered throughout the year and is being gradually applied to practice.
The cornerstone of the framework is expected effectiveness of the research on a topic selected through enhancing the awareness of decision-makers about the international best practices or through providing PBO’s independent assessment on a particular topic. The expected effectiveness in turn entails two major criteria: the significance/materiality of the potential impact of the research work and probability of the impact to be materialized into practice. The decision whether to include the topic into the annual research plan is based on the final expected effectiveness score through the predefined decision matrix.
At the final stage of research work planning, the topics selected using the abovementioned internal policy are allocated across the publication series, considering the nature of the particular topic and PBO’s resource availability. Currently, the PBO's research products comprise of three publication series:
- Research Publications - that showcase in-depth analysis and research, generally including empirical assessments, being developed by the PBO;
- Thematic Papers – that generally present brief and more focused review/analysis of a particular topic, possibly without empirical assessment, aimed at quickly addressing the interests of the key stakeholders;
- Methodological Notes – that generally disclose the methodologies/assumptions or provide the details on specific important concepts related to or underpinning PBO’s work.
